In order to get a netherdrake, you have to complete the quest chain starting at Mordenai in Shadowmoon Valley (in the Netherwing Fields near Sanctum of the Stars) at level 70.
Once his quest chain is completed (it ends with freeing Karynaku and fighting Zuluhed the Whacked), you have to earn the money and purchase epic flight training. Once you’ve done that, you can go back to Mordenai and start the next segment, which lets you get the fel orc disguise.
